Harold Ed Jarrell is an intelligence professional with more than 16 years of experience serving in the United States Army. He has taken up leadership roles where he combined expertise in counterintelligence, human intelligence, and operational management with the ability to advise senior decision-makers and shape strategic outcomes. Harold Ed Jarrell is trusted with high-level responsibilities across multiple operations, and has developed a reputation for bridging tactical and strategic needs while working with military, governmental, and multinational partners.
From 2011 to 2015, Harold Jarrell served as a counterintelligence and human intelligence subject matter expert. In this capacity, he planned, coordinated, and executed intelligence programs supporting counter-terrorism operations, sensitive program protection, and vulnerability assessments. He led a joint and interagency counterintelligence team of 21 personnel dispersed across Afghanistan, and was involved in protecting national security interests.
Mr. Jarrell executed counterintelligence and human intelligence operations in support of special operations across Africa, earning recognition for his ability to coordinate with ambassadors, defense officials, and members of the U.S. Congress. In 2024, he became a strategic capabilities developer in the United States Army. Among other responsibilities, he led the Army G2X’s Capability-Based Assessment and drafted the Initial Capabilities Document for counterintelligence and human intelligence at the echelon-above-corps level.
